Space Junk, What Goes Up Must Come Down
Enforcing existing rules requiring space programs to clean up their own space junk could stem the growing threat to millions of dollars worth of orbiting satellites. The rules are already on the books, they are merely being ignored Prof. Lawrence Wein told Aerospace America magazine.

He told the publication it was hard to choose his top five and impossible to rank order them.
