Ira D. Hall

Retired

Until his retirement in 2004, Ira Hall was president and CEO of Utendahl Capital
Management (UCM), a fixed-income investment management firm that manages core
fixed-income, enhanced fixed-income, and mortgage-backed security accounts for more
than 40 pension and retirement funds, foundations, universities, and corporations.

Until 2001, Mr. Hall was treasurer of Texaco Inc. and head of the company’s finance
department. He was responsible for Texaco’s worldwide banking and finance activities
and served as financial manager of the company’s pension and benefit plans. Previously,
he was general manager of Alliance Management of Texaco Inc., with responsibility for
Texaco’s downstream ventures in the United States with Shell and Saudi Refining Inc.,
and the Caltex joint venture with Chevron, operating in more than 60 countries in the
Asia–Pacific region, Africa, and the Middle East.

Prior to joining Texaco in 1998, Mr. Hall held a series of positions of increasing responsibility
with IBM Corporation including director of international operations, treasurer of IBM U.S.,
controller of IBM World Trade Corporation, and chairman and CEO of IBM WTC Insurance
Corporation. He was previously senior vice president, corporate finance, of the New York
investment banking firm L. F. Rothschild, Unterberg, Towbin Inc.

He graduated from Stanford University with a BS in electrical engineering and an MBA from
the Stanford Graduate School of Business.

Mr. Hall currently serves on the boards of directors of Pepsi Bottling Group Inc., Publishers
Clearing House, Praxair Inc., and Ameriprise Inc. His current civic board service includes
the Jackie Robinson Foundation and the Alvin Ailey Dance Theater. He is past chairman of
the Executive Leadership Council. He previously served on the board of trustees of Stanford
University and on the distribution committee of the San Francisco Foundation. Mr. Hall
also was a presidential appointee with confirmation by the U.S. Senate as governor of the
U.S. Postal Service, where he chaired its audit committee. He also served as chair of the
national advisory board to the Thrift Depositor Protection Oversight Board, which included
the secretary of the Treasury and the chairman of the Federal Reserve Board.
