Jay was a senior advisor within the Technology Transformation Service at the U.S. General Services Administration. During his service, he was the director of agency partnerships, managing the division’s US $30 million-plus portfolio of 48 institutional relationships with other U.S. federal agencies and the White House. He also launched and headed its digital economy practice, which provided technology advisory services to financial policy agencies. Previously, Jay was a senior advisor at the U.S. Treasury and led policy initiatives in retirement security and private capital markets. He began his career in the private sector as an analyst at Goldman Sachs, where he helped start two business units with more than US $2 billion under management; he later founded crowdfunding startup Socstock.
