Luca was senior economist at the European Union’s antitrust authority, where he led the e-commerce inquiry team investigating competition problems in online media. Before that, he enforced the EU’s state aid rules in the energy sector and was part of a team drafting the guidelines for public funding of energy projects. Earlier, as chief economist of Sky Italia, he informed the broadcaster’s commercial and strategic decisions through advanced quantitative analysis. He helped devise a price change that transformed projected annual churn of 100,000 into subscriber growth of 200,000 while preserving monthly average revenue per user, and he accurately forecast revenues after the 2008 financial crisis. Luca also taught a postgraduate course on the economics of media and communications at the College of Europe for the past five years.
