Shuo has spent eight years in the Singapore Public Service. He was most recently director of content regulation at the Ministry of Communications and Information, overseeing media policies and legislation for films, the arts, publications, and broadcasts. During his stint at MCI, he worked on the review of the Films Act and the Broadcasting Act to ensure their continued relevance. Previously, Shuo was assistant director for strategic manpower planning at the Ministry of Education. He planned for the recruitment and deployment of teachers in public schools, strengthening and improving processes and computational models to ensure a better matching of manpower demand and supply across some 350 schools. Before that, Shuo was assistant director for intellectual property policy at the Ministry of Law.
