This book explores why the National Labor Relations Act, which was expected to produce greater agreement between labor and management over the conduct of labor relations, instead produced increasing litigation over alleged unfair labor practices. The book explores the incentives that produced the litigation explosion and discusses policy changes that might reduce the legal conflict.
