This report is divided into six major sections. Section 1 provides introductory and background material, as well as reviewing the available literature on the economic benefits of education. Section 2 discusses the cost and performance of the present system, and examines the implications of continuing the present system into the future. Section 3 states alternatives to the present system, both conventional and technological and Section 4 provides cost and performance information on the most attractive alternatives. Section 5 compares the most attractive alternatives to one another and to the present system. Section 6 summarizes the conclusions of the report and states several recommendations; readers interested in an overview of the report should skip immediately to Section 6.
