Abstract
The research question motivating this proposal is whether a key factor in the historical process of development has been poor -relief policies. The conjecture is that initially such policies reduced population growth by reducing the reliance on children for support in old age, fostered innovations by providing a safety net that maintained social order even when the introduction of labor saving machinery left many unemployed.
