Performance Evaluation and Project Management

A number of problems have plagued the development of computer systems, especially software projects. One method to help manage such projects is to use performance evaluation techniques for each stage of the development effort. The appropriate evaluation techniques for each stage are recommended. A system dedicated to performance monitoring built around a minicomputer is proposed. This system can be used to help monitor the progress of a project and the information collected can be used to form a data base for planning future projects.
