Max is a career U.S. diplomat, with experience in policy and international affairs across the United States, Europe, Africa, and the Middle East. He most recently served as the U.S. negotiator for Iraq, Libya, and Israeli-Palestinian matters on the United Nations Security Council under Ambassadors Samantha Power and Nikki Haley. At the UN, he brokered agreements to advance accountability for ISIS atrocities, created a management streamlining tool for operations abroad, and conceptualized initiatives to counter next-generation threats to peace and security. Max previously served as special assistant to the U.S. ambassador to Iraq during the war on ISIS. In earlier Foreign Service assignments, he worked in consular and political-military affairs in France and Nigeria, respectively.
